A Stormwater Pollution Preventin Plan (SWPPP) establishes a pollution prevention team, includes an industrial materials inventory, identifies the sources of pollutant generating materials, and provides a description of the facility’s stormwater discharge catchment basin circuits, catch basins, and sampling points. The SWPPP also identifies and presents methods to eliminate illicit non-stormwater discharges and cross connections, explains the monthly inspection and employee training program, how to implement a stormwater sampling and reporting program, and how to select, maintain and implement Best Management Practices (BMP) to control the discharge of pollutants into the stormwater conveyance system prior to entering Waters of the State. The SWPPP also provides procedures for emergency cleanup of spills or discharges that could impact stormwater, surface water, emergent groundwater, and sediment.

The purpose of a SWPPP is to reduce the risk of environmental damage to stormwater by controlling erosion, pollutant generating activities, pollutant generating materials, accidental release of hazardous substances, petroleum oil liquids, other chemical solid or liquid materials, and solid wastes, and to maintain, through BMPs, stormwater protection systems, both in the long term and short term. A SWPPP provides the means to meet the established water quality benchmarks at the compliance sampling locations and to help bring waters that do not meet the water quality benchmarks into containment or compliance by minimizing the discharge of pollutants to the Maximum Extent Practical.

BMPs are designed and implemented to prevent and/or minimize exposure of pollutants generated from industrial activities from entering into stormwater discharges. Operational, structural, and / or treatment BMPs specific to each facility are researched and installed to achieve compliance with all benchmarks. Inspections are conducted on a monthly schedule by a qualified industrial stormwater professional. Stormwater will be sampled from each of the designated discharge sampling points at least once per quarter that there is a discharge. A DMR form will be completed and submitted after each monitoring period. A Permittee can reduce monitoring to once a year for a period of three years (12 quarters) based on meeting the Consistent Attainment protocol.
